Group Petitions EFCC Over Alleged Funds Diversion In Delta LGAs

SAN FRANCISCO, May 27, (THEWILL) – The Association of Registered Political Parties (ARPP) in Delta State has petitioned the Economic and Financial Crimes Commission, EFCC, over what it alleged as the illegal diversion of monies meant for staff salaries of 21 local government councils in the state.

The 21 councils concerned are Aniocha North, Aniocha South, Patani, Isoko South, Isoko North, Udu, Ika South, Ika North-East, Oshimili South, Oshimili North, Ndokwa West, Ndokwa East, Ukwuani, Ughelli South, Ughelli North, Okpe, Sapele, Ethiope West, Ethiope East, Uvwie and Warri South.

The association accused the council chairmen of illegal diversion of monies meant for salaries of staff from the month of November 2014 till date and appropriated same for the 2015 general election in favour of People’s Democratic Party, PDP, personal interest and purposes.

This may not be unconnected with the strike by the workers under the aegis of National Union of Local Government Employees (NULGE) since two weeks ago, warning that unless the backlog of salaries was paid, the strike would not be called off.

President of NULGE, Comrade David Ofoeyeno, who also doubles as State Chairman of Nigeria Labour Congress, said 21 out of the 25 councils in the state have defaulted in the payment of salaries to workers for over four months.

The petition dated May 25, 2015, and signed by Hon Moses Abeh and Chief Victor Egwuenu, Chairman and Secretary respectively, called for investigation of the allegation and prosecution of those found to be culpable, claiming that the unwholesome and unhealthy practices actually led to the shutting down of the 21 councils by their aggrieved staff for almost three weeks.

‘’ARPP in Delta State hereby through this petition make clarion call to the EFCC to rise up to the occasion by investigating these allegations with the sole objective of bringing to book all culpable individual, no matter how highly placed,’’ the association posited.

Responding to the allegation, however, the Chairman, Association of Local Government of Nigeria, ALGON, Delta State, Itiako Ikpokpo, stated that the burden of paying primary school teachers has been a serious burden on the councils to the extent that the state government has been augmenting with over N600 million monthly.

He said some Local Governments spend more and get less for some time and that has informed why they pay half salaries coupled with the fact that what they generate from Internal Revenue is nothing to write home about coupled with the dwindling revenue from the Federal Government to the states.
