Domestic Forces Militating Against National Unity – Ex-IGP Solomon Arase

December 02, (THEWILL) – A former inspector general of police, Dr Solomon Arase, has contended that domestic forces are militating against national unity in the country.

Dr Arase made this known in a paper titled, “Insecurity and National Unity”, which he presented in Calabar, during this year’s media week.

“A thoughtful reflection on the Nigeria system from independence reveals that several domestic forces militate against national unity in Nigeria.

“While the race towards national integration has been an unrelenting task in the development of the Nigerian state, it is unfortunate that this task has not adequately been achieved.

“The manifestation of conflict opens up potentials for criminal activities and the dominance of crime in any society is a signal to conflict.

“These anti-social features have supplanted peaceful co-existence for anxiety and insecurity in the Nigeria society.

“The foundation of the most, if not all these recalcitrant groups in Nigeria is resident in the problem of national unity and lack of religious and ideological unity in Nigeria.

“The political class have also contributed, in no small measure, to the current challenges of the country by in some instances, neglecting these provisions, amassing wealth to the detriment of the citizens, thereby leaving the country underdeveloped in many fronts.

“The worst of which is the failure to provide employments to the teeming youths that constitute the largest portion of the population.

“The resultant effect is such that the youths appear to have lost hope in the country, as they make efforts to seek greener pastures in other countries, taking to cybercrimes to earn a living and now, engaging in wagging criminal ‘wars’ against the country in terms of banditry, kidnapping for ransom and other vices.

“The argument here is that internal security is premised on quality of the human asset base of the country, cutting-edge technology advantage, and well-thought-out policies and processes to drive the system.

“Drawing on my practical experience, a hybrid internal security management approach that is built on the concept of Citizens’ Consent and Community Policing Principles, Intelligence-led Policing Practices, Technology-Driven Policing Orientation and above all, inter-agency Collaboration Framework are recommended for the country”, he added.

This approach, he surmised will guarantee citizens ownership, consent and support, ensure efficiency within the extended Nigerian Police Family, and guarantee the full deployment of technology to address internal security challenges in a most cost-effective and professional manner that will align our internal security management orientation to global best practices.

He added that the complex nature of crime viewed against limitations in manpower and budgetary potentials of the police have combined to make it imperative that a citizens-focused model of security governance be adopted towards attaining national security stability.

Earlier, Nsa Gill, the Chairman of the Nigeria Union of Journalists, Cross River Chapter, said journalism as a mirror of society, also desires to evolve into a prominent partner as an acclaimed fourth estate of the realm.

He added that they are in the business of not only criticising operatives of government, but equally participating in addressing our existential challenges as a nation.
